John has been a management consultant since 1989 (senior manager at Price Waterhouse) and Managing Director of IRIS Consulting since 2000. His clients include UK central government agencies, NHS Trusts, local authorities, housing associations and major private sector companies. He has also been consultant to the Hong Kong Government on streamlining Government procurement and business processes.
IRIS Consulting is a research-based performance improvement consultancy and John leads its work on public policy research, change management and value for money assessments. IRIS is on the Research Framework Agreements for various Government Departments, the Greater London Authority and local authority purchasing consortia. IRIS is retained as an approved supplier to IBM on public sector business efficiency issues.
From 2012-2016 John was a member of the Cabinet Office’s Advisory Panel on SMEs tasked with finding ways of helping small companies gain a bigger share of Government business. John led IRIS Consulting’s work for the Department for Work & Pensions which included research into lessons from local authority out-sourcing and for DCLG research into the way local authorities implemented Best Value. IRIS Consulting was appointed by the ODA and the Crown Estate to design and deliver their pay, grading and remuneration systems, providing training on equalities and diversity and their senior staff leadership development programme.
John graduated from the London School of Economics and Political Science with a B.Sc. (Econ) Hons in 1969 and joined the civil service “fast-stream” in what is now the Ministry of Housing, Communities and Local Government. He has been a Board member at St Mungo’s Trust and is currently chairman of ROOM-at-RTPI London Region and of a housing association in north London.
